Public Hearing & Meeting Minutes
April 29, 2019
Town Hall Gymnasium
Meeting called to order at 7:00 pm in the Otis Town Hall Gymnasium. Meeting is recorded and a quorum is present.

Recreational Marijuana Bylaw: The Notice of Public Hearing was read by Michael Ernst and then turned the meeting over to Rona Knight. Rona first thanked both Hal Kobrin and Larry Gould for their excellent work on pulling this bylaw together. Rona read the changed sections of the bylaw, noted what was changed, and the entire Planning Board entertained questions from the public as each section was discussed. Members of the Planning Board did note that the purpose of the bylaw was to protect the rural environment that brought us all here as well as bring jobs into the area and to balance the two together. Jen Daily made the motion to accept the amended bylaw, Rona seconded the motion, and the Planning Board unanimously passed the motion. Jen then made a motion to present the amended bylaw to the Select Board for inclusion on the Annual Town Meeting Warrant for May 21, 2019, Hal seconded the motion, and the Planning Board members unanimously passed the motion.
Lisa had forgotten to print the agenda for tonight’s meeting so Michael made a motion to adjourn, Jen seconded, and the meeting was unanimously adjourned at 8:54 pm. Sarah Gapinsky asked about her agenda items, and Jen made a new motion to reopen the meeting at 8:54 pm, Rona seconded, the vote was unanimous, and the Planning Board meeting was immediately reopened at 8:54 pm.
Site Plan Review: Sarah Gapinsky from SK Design presented a letter that officially asked the clock to stop until the June 10th Planning Board meeting. They are currently undergoing peer reviews for storm water and wetlands. Lisa will calculate the number of days, update the Site Plan Notice of Public Hearing and mail it out to all abutters. Rona made the motion to accept this request, Hal seconded, and the motion was unanimously approved.
Special Permit: Sarah Gapinsky from SK Design presented a letter that officially asked the clock to stop until the June 10, 2019 Planning Board meeting.
