All Boards Meeting Minutes

April 22, 2019

 

 

The meeting was called to order by Don Hawley at 6:30 pm in the Town Hall conference room.

 

Present:           Selectman Don Hawley, Bill Hiller, Michael Ernst, Karen Fink, Jean Randorf, Terry Gould, Keith O’Neil

 

 

Cultural Council/Celebrations:

The annual Sup & Swing will be held on 6/22 at 6:00 at the Town Hall. The band will be the Monday Project and there will be 2 food trucks. The annual Tag Sale will be held Memorial Day 5/25 at Otis Ridge from 9:00 – 3:00

 

Planning:         A Public hearing will be held on 4/29 at 7:00 at the Town Hall to discuss the Cannabis bylaws for submittal to the Town

 

Finance:          Complete work on the Town Budgets

 

Highway:        1300 tons of stone have been spread on Town owned dirt roads due to the amount of rain we have had this year. Other work, servicing trucks, patching roads, painting plows. The new truck should be ready next week. Also have had discussion about paving roads in town.

 

Municipal Lighting:

Turbine is running well and the fiber project is progressing. As a formality the MLP board which is the same as the Selectboard must meet to formally approve the budget.

 

Technology:    Phases 1, 2, and 3 are complete. Phase 4 is on hold due to many of the private dirt roads being closed due to a heavy mud season. Installations are nearing completion on Phase 5 and wiring has begun in Phase 6. The hut at the Otis fire house is scheduled for completion in May. We also met with the Library trustees to discuss John Shannon taking over computer maintenance for the Library as it is part of our current contract.

 

Treasurer:        Discussed an issue where there have been issues with getting time cards submitted on time creating extra work in generating payroll. Bill Hiller discussed time clock software he is looking at where individuals must clock in daily and the information automatically goes into the payroll module eliminating errors and saving time.

 

 

Zoning:           They have two new potential applicants for open positions.

 

WWTP:           Keith O’Neil submitted documents and spoke regarding the new Safety Regulations. It was requested that all information regarding Regulations and training be put in a binder for the Selectmen as well so they can keep abreast for future planning. The WWTP is running well, and Keith will work with BOH to follow up on the grease situation at Fratelli’s. Two Highway associates are planning on taking the test to achieve a grade 3 license to allow them to work as needed at the WWTP. It was decided to make reimbursement dependent on staying employed by the Town for one year after getting their license. Keith has also been asked to look into treating the water at the Otis Fire station. He has received one quote from Culligan and will get at least two other bids from various supplies and submit for review.
