The Town of Otis, through its Board of Selectmen, is accepting bid proposals by October 21, 2020 at 11:00 am for the following services in accordance with Chapter 149, Massachusetts General Law.

"SOLID WASTE & RECYCLING SERVICES"

The contract being offered is for a one year period from Nov 01, 2020 through October 31, 2021 with two (2) additional one (1) year options at the sole discretion of the Town. Services to include waste hauling from the Transfer Station, 536 West Center Road, Town of Otis. All contracts must be strictly awarded in accordance with the requirements of this Invitation for Bid. If it becomes necessary to revise any part of this Bid or otherwise provide additional information, an addendum will be issued to all prospective bidders who received copies of the original request.

Minimum Wage Rates as determined by the Commissioner of Department of Labor and Industries under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27F, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed work under this contract. Wage Rates dated September 22, 2020 shall be provided with the specifications and are applicable. Contractors shall be required to comply with all applicable Massachusetts General Law Chapter 149, and all other applicable Massachusetts General Laws.

Box 237, Otis, MA 01253, telephone number (413) 269-0100 x112, beginning immediately, between the hours of 8:00 am and 4:00 pm, Monday through Thursday, excluding holidays.

Bids are due in the Administrator’s Office no later than 11:00 am on October 21, 2020 and the bid opening will be at that time. All bids must be received prior to the opening to be considered. Late bids will be rejected. If, at the time of the scheduled bid opening, Town Hall is closed due to uncontrolled events the bid opening will be postponed until 11:00 am on the next normal business day. Bids will be accepted until that date and time.

Submissions shall be submitted in an envelope labeled “OTIS SOLID WASTE & RECYCLING SERVICES”. The submission shall consist of 1 original and 2 copies. OSHA 10 certification to be submitted with bid and is required for any worker performing work on Town property. Certificate of Non-Collusion and Tax Compliance Certification must be submitted with bid. The Town of Otis reserves the right to reject any or all bids when it deems to be in the best interest of the Town. A contract award will be made by the Town of Otis Board of Selectmen within 30 days after the bid opening. The content of all bid proposals will be considered confidential until the contract has been awarded.
Per Massachusetts General Laws, Chapter 30B Sec 1(b)(30), a contract for the collection, transportation, receipt, processing or disposal of solid waste, recyclable or compostable materials is exempt from public bid laws. Firms responding to this request must clearly understand that this is not a formal bid process pursuant to the legalities of MGL Ch. 30B and that the municipality is utilizing this format so that all interested firms can provide a proposal based on equal footing so that they a more direct comparison can be made.

The Town of Otis is accepting bids by October 20, 2020 at 2:00 pm for the following services in accordance with Chapter 149, Massachusetts General Law.

"BOILER AND BURNER MAINTENANCE SERVICES PROVIDER"

The contract being offered is for a one year period from Nov 01, 2020 through October 31, 2021 with two (2) additional one (1) year options at the sole discretion of the Town. Services to include preventative maintenance and emergency service on 13 boilers/burners located at 9 individual sites within the Town of Otis. All contracts must be strictly awarded in accordance with the requirements of this Invitation for Bid. If it becomes necessary to revise any part of this Bid or otherwise provide additional information, an addendum will be issued to all prospective bidders who received copies of the original request. Yearly services are not expected to exceed $5,000.

Chapter 149 applies to the services to be provided. Full compliance with Federal, State and Municipal Wage Laws is required of all work done for the Town of Otis. Sealed bids for furnishing Microfiber installation into currently installed 9mm microduct conduit in the portion of Otis Woodlands which is within the Otis town lines will be received at the Office of the OTIS MLP, Town Hall, 1 North Main St., Otis, MA 01235 until the time specified below at which time the bids will be publicly opened and read.

Specifications and bid forms may be obtained at the Office of the Otis MLP Monday through Thursday between 9:00 am and 4:00 pm.

Bids will be opened in Otis Town Hall, the Office of the Otis MLP, on October 22, 2020 at 4:00 pm Eastern Daylight Time. Each bid must be accompanied by a bid security deposit consisting of a BID BOND, CASH, or CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.

Pre-Bid Conference and Site Visit will be held at the Otis Town Hall located at 1 North Main St., Otis, MA on October 8, 2020 at 12:00 pm (noon). Bidders who cannot attend in person may call Larry Gould at (413) 207-4027 for information. Please let Owner know if you will be attending by notifying the Owner via email bhiller@otisfiber.com. If you do not attend this conference please advise the MLP at bhiller@otisfiber.com that you intend to submit a bid so that any additional information/addenda can be sent to you as a participating bidder. The Town is not responsible for ensuring that prospective bidders receive any additional information including addendum.

A labor and materials bond in an amount equal to 50% of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required.

All bids for this project as subject to applicable public bidding laws of Massachusetts, including but not limited to G.L. c. 30, section 39M.

Attention is directed to the minimum wage rates to be paid as determined by the Commissioner of Labor and Workforce Development and the weekly payroll record submittal requirements under the provisions of G. L. c. 149, section 26 through 27D inclusive.

Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.

The bidder agree that its bid shall be good and may not be withdrawn for a period of 60 days after the opening of the bids.

The Bidder by submitting a bid agrees to execute the contract provided in the bids documents in substantially the same form as herein.

The Town reserves the right to wave any informalities, to accept or reject, in whole or in part any or all bids, or take whatever other action may be deemed to be in the best interest of the Town.
