Select Board Meeting Minutes
April 23, 2019
Call to Order: Meeting called to order at 7:00 pm in the Town Hall conference room. A quorum is present and the meeting is being recorded.
Present: Select Board Chair Don Hawley, Selectman Gary Thomas, Selectman Bill Hiller, Town Administrator Becky Stone, Terry Gould, Michael Ernst, Jim Crandall, Eric Rowlands, Larry Southard
Approval of Minutes: The April 9, 2019 Select Board meeting minutes were tabled as they were not completed. The March 30, 2019 Community Outreach minutes were unanimously approved as written.
Board of Health: Nothing to report.
Seasonal Maintenance Worker Position: Jim Crandall introduced Eric Rowlands. Jim would like to have him start earlier than originally planned because weekends at the Transfer Station are already busy and he needs to attend safety training before May 10th. Becky recommended Eric begin April 29th and everyone reaffirmed the rate is at $14.00 per hour. The Select Board unanimously voted to hire Eric on and for him to begin as soon as possible.
Approval of Joint Budget Minutes: The March 20, 2019 and March 27, 2019 Joint Budget minutes were approved as written. Bill abstained from the March 27 minutes as he was not here for that meeting.
Appointment of Animal Inspector: Tonia Carrington was once again unanimously appointed Animal Inspector by the Select Board for the Town of Otis.
Appointment to Building Use SubCommittee: The Historical Commission would like Thom Garvey to serve on this subcommittee to represent their interests. Thom was unanimously approved by the Select Board.
Other:
MLP Board: Becky noted that as MLP Manager, Bill has not presented his budget to the MLP Board, who in Otis is the Select Board, for approval. The MLP Board has to approve the budget items. The Select Board agreed to meet at 6:00 pm on April 30, 2019 and will make their decision on the Selectmen’s Secretary applicants as well.
ByLaw Public Hearing: Michael asked Becky if she would send out a robocall for Monday’s Public Hearing, April 29, 2019 at 7:00 pm, on the draft Medical Marijuana bylaw.
Recap Figures: Don had a question on Margaret’s note regarding the recap figures for the levy limit. Becky has requested to meet with her about how she came up with her numbers because Becky believes Margaret’s figure is significantly short of what was raised and appropriated last year.
Adjournment: At 7:22 pm the Select Board unanimously adjourned the Select Board meeting.
