Planning Board Meeting Minutes

Pursuant to the Governor’s March 12, 2020 order suspending certain provisions of the Open Meeting Law, G.L. c. 30A, Sec 18, this meeting is being held via remote participation to the greatest extent possible. Every effort is being made to ensure that any member of the public may access the meeting in real time, via technological means. Agendas will be amended to show the link and participation code to access the meeting no sooner than 48 hours before. Recordings and/or draft proceedings of the meeting will be available on our website as soon as possible.

Public Present; Stacey Schultze, Heather Morgan, Tony & Beverly Scapin, Sonia Morrison, Frank & Arlene Tapko, Diane Provenz, Patrick McColgan
- Approval of Minutes. Approval of June 8, 2020 Planning Board meeting minutes, with the correction to a last name change. Hal motions to change, Rona accepts, Jen seconds, all in favor.
- Welcome new Board Member: Barbara Gallagher, returning Board Member: Jim Kauffman
Hal suggested that Barbara visit the state website to review the requirements of a planning board member.
3.a. Election of Chair for new fiscal year. Jen nominated Hal, Rona seconds, all in favor.
- Form A: Tony Scapin, 99 Kibbee Road
The board agrees that the change complies with requirements. Hal motions to accept, Jim seconds, all in favor. Planning Board members will individually go to the town hall to sign the documents.
- Solar Farm Bylaw update
Jim is still working on it and plans to have something to present at the next meeting.
- Hazard Mitigation Plan & MVP Grant Application update
MVP will be submitted by the end of the month.
Complete Streets- The state is processing the paperwork.
Hal explained the process of the grants and the organization of a subcommittee. He suggested there should be a wide representation on the subcommittee from groups such as ComCon, Highway, Police, Fire, Emergency Mgt, Selectboard, Zoning, and Building Inspector and additional non-government citizens. All information will be presented to the public at the meetings. It was suggested to check with BRPC about subcommittee meeting schedules. Sonia supports the grant application.
