2/15/2022 MEETING MINUTES
Location: Otis Town Hall, One North Main Road, Otis ** Remote Meeting Via Zoom ***
Conservation Commission Members present: Dave Sarnacki, Roger Meyer, Bruce Wall, Jeff Laramy, Domenic Battista, Jennifer Rivers Cole (new alternate Commissioner).
Conservation Commission Members absent:
Staff and others present: Kristen Brown OCC Admin Secretary; Ryan Nelson with R. Levesque; Michelle Zalot; Anita Brucker. Others in attendance but unknown, as not announced/confirmed, nor signed-in with a full name on the Zoom application.
Opening items/Introduction of Commission members and staff. Dave opened the meeting at 6:00 p.m., and noted that the meeting is being recorded. The deadline for applications for the 3/15/2022 meeting is on Wednesday March 2, 2021 @ 6:00 PM. The next office hours, for the March 15, 2022 meeting, is also Wednesday March 2, 2022 from 6:00 –9:00 PM. Dave introduced the members of the commission, and asked everyone to turn off/down their cell phones for the duration of the meeting.
Minutes: Dave made a motion to approve minutes from the January 18, 2022 meeting; RM 2nd the motion and the Commission voted unanimously to approve the minutes from the January 18, 2022 meeting.
- Public Hearing – RDA – Submitted by David Shustock, 0 Reservoir Road, map 17 lot 17, regarding the maintenance of a logging road, that was accumulating flood waters, within the BZ of associated BVW. Dave opened this hearing and asked if any issues stemming from site inspection, and per the Commission, they did not do an inspection on this one due to the snow-cover. Dave asked Roger and Jenn if they could follow up and do the site inspection once able, and they agreed. Therefore, Dave made a motion to continue this hearing until the March 15, 2022 meeting, to allow for the proper site inspection to be conducted; RM 2nd the motion and the Commission voted unanimously to continue this hearing until the 3/15/22 meeting.
- Public Hearing – RDA – Submitted by Gene & Anita Brucker, 30 S. Gate Island Rd., map 17C lot 8, regarding the installation of 3 stone steps & a stone terrace, all within the BZ of Otis Reservoir. Dave opened this hearing and asked if any issues stemming from the site inspection – none being stated, Dave made a motion for a -3 determination for this RDA, with standard conditions, for work that was conducted previously, and this RDA was filed as ordered by Enforcement action. DB 2nd the motion and the Commission voted unanimously to issue a -3 determination with standard conditions.
- Public Hearing – NOI – Continuation from January 18, 2022 Meeting – Submitted by R. Levesque Associates, Inc., on behalf of Michele Zalot, 752 Tolland Road, map 17 E lot 10, regarding the demo and rebuild of existing home & septic system with associated site improvements, within the BZ to bank of Otis Reservoir. Dave opened this hearing and asked if the plans were finally received and if the Commission decided. Per BW, the applicant must use the plans that remove the remodel entirely off of state land. Therefore, Dave made a motion to issue an OOC with standard and special conditions, and that the plan that removes the new dwelling off of state land is applicable. DB/BW 2nd the motion and the Commission voted unanimously to issue an OOC with standard and special conditions, and that the plans that remove the new dwelling off state land are approved.
OTHER BUSINESS
Enforcement Orders/Letters:
- Enforcement Order – on agenda for Follow-up – David Roffo, 134 Kibbe Road, map 17C lot 45, regarding unauthorized paving within the BZ of Otis Reservoir. Dave opened this hearing and reminded all that this was still on agenda for follow-up – no action needed at this time.

Dave made a motion to adjourn the meeting at 6:17 PM. DB 2nd the motion and the Commission voted unanimously to adjourn the meeting.
