Select Board Meeting Minutes
August 8, 2017
Meeting called to order at 7:00 pm in the Town Hall conference room. It’s being recorded and a quorum is present.
Present: Selectman Don Hawley, Selectman Gary Thomas, Terry Gould, Rich Phair, Michael Ernst, Kathy Carroll, Patricia Richard, Mary Adams
Approval of Minutes: Approval of the July 11, 2017 Select Board, the July 24, 2017 All Boards, and the July 25, 2017 Select Board meeting minutes were unanimously approved as written.
Board of Health: Nothing to report.
Dog Kennels for Animal Control Officer: Tonia was not able to attend tonight’s meeting but Michael Ernst had a conversation with her earlier. She had looked at the trailer at the East Otis Fire House and felt it would need a lot of work to be of use. Since the selectmen really did not have a clear picture of what she needed, and Michael couldn’t explain what she needed, they asked she attend either an All Boards or a Select Board meeting so a decision could be made. The topic was tabled until next meeting.
BRPC Alternate: After consideration, Gary agreed to be the alternate BRPC representative for FY2018.
Census Update for 2020: Bill had received a packet in the mail and the other two Select Board members looked at the paperwork. Lyn O’Brien is planning to go, and Mary might also, to the workshop offered by Berkshire Community College on September 20th. They felt that should be enough for Town Hall to be able to inform the public.
Other:
Rec Center CORI checks: The Rec Center is mandated to do CORI checks, Rescue Squad is mandated to do CORI checks, but the two cannot be shared by town offices. Rec insists that because they invited the Fire Dept. and Rescue Squad to be part of their event, they needed to do CORI checks on the participating members. No one from either department was able to make the event due to short notice. Don and Gary asked to see a copy of the email that was sent to Bryan Arnold and they will get Jeremia’s opinion on this.
Purchasing Process for Rec. Center Events: The Rec. Center commissioners asked how would this be handled this year since no one is willing to put charges on their personal credit cards. As Don recalled, they were supposed to come up with the solution to this problem for this year. After discussion, it was decided that they need to set up Purchase Order processing with their preferred vendors, and then they can submit the order for payment and have the town check payable to the vendor in hand to pick up the merchandise.
Boats left at Town Beach: The Rec. Center commissioners noted there were still boats being left at the Town Beach. They inquired as to who should enforce this and are there any fees being charged for recovery of confiscated property.
The meeting was adjourned at 7:45 pm.
