Select Board Meeting Minutes
July 3, 2018
Meeting called to order at 6:00 pm in the Town Hall conference room. It is not being recorded and a quorum is present.
Present: Select Board Chair Don Hawley, Selectman Gary Thomas, Selectman Bill Hiller, Michael Ernst, Michael O’Brien, BJ O’Brien, Dan Hamill, Terry Gould, Walter Engels
Police Department Updates: Dan Hamill reported as acting Interim Police Chief. Roberta has not returned any items, so locks were changed in the Police Office and will be for the Police Garage. All vehicles are back and some personal equipment has not been returned. Everyone in the department is good with the change and we have six persons total in the department, five officers and Dan. The patrolmen are Charles (Chip) Whiting, David Hamill, Bryan Arnold, Joohn Mullen, and Miguel Santana. Everyone is up-to-date on training. Dan missed his meeting with the Town Administrator regarding Building Security.
The Monday through Friday schedule seems to be working – there is visibility of the patrolmen. Dan is planning to have office hours during the day at Town Hall plus keeping the Wednesday night office hours. This will be a total of 34 hours per week for the Chief, and a total of 34 hours per week for administration and patrol for the patrolmen. Chip Whiting will be scheduled at 20 hours per week and all other patrolmen will be scheduled for two shifts per week with no more than an average of 15 hours per week.
Dan will keep an Activity Log. We have a phone and two air cards but only the air cards are budgeted. The Booking Room has been moved from the Police Garage to the Town Hall in the Police Office. Dan will submit what furniture is needed. They also discussed why the cruiser is left running when it is at Town Hall – this is a training recommendation. Dan will be in charge of Emergency Management and is expecting to have a few meetings. Dan wants to keep the CERT team in place and wants to keep the Kops ‘n Kids programs for the school and for Hallowe’en. By the next Select Board meeting, the Board needs to decide the amount of salary between the stipend amount, the Chief’s salary, and the Sergeant’s salary. The Board unanimously approved the first week of the Interim Chief’s payment at the Chief’s salary range.
Dan proposed to work as Interim Chief for one year and have a review at that time, but the Board said it was too early to commit to a full year. Dan needs to do an inventory of what guns are missing.
The regular Select Board meeting was unanimously adjourned at 7:10 pm.
