Finance Board/Selectboard Budget Meeting
April 12, 2017
Present: Roberta Sarnacki, Don Hawley, Bill Hiller, Chris Morris, Terry Gould, Michael Ernst, Walter Engels, Sonia Morrison Kobrin
Meeting called to order at 8:00 pm.
Purpose: Final Review of Budget proposals for Fiscal Year 2018
#62 Health Backup Sanitarian: $5000 was removed. The account was approved for $11,204.
#63 Health Agent Salary: $1000 was removed. The account was approved for $4,045.
#64 Health Agent Expenses: This was previously approved for $3300.
#74 Sanitation Inspector: After discussion, it was decided to take the $5000 from Backup Sanitarian and put it in here as a new salary line item. Approved for $6500.
Capital Expenses were finalized:
Approved: Maintenance Pickup $ 50,000
St. Paul’s Study $ 10,000
East Otis School House $100,000 Word as “up to pending” grant monies
2016 KME Truck Pmt $111,572
2014 Truck Pmt $ 81,086.77
East Otis Fire House Paving $ 50,000
Stabilization $400,000
2017 Police Tahoe $ 54,000
Recreation AMT Equip $ 6,500
Removed: Harmony Hall Repair $ 18,649 We have enough in accounts to seal roof
Highway Roller $ 60,000 Highway has enough funds to encumber
With a total of $863,158.77 being proposed for Warrant Article spending, if all articles are approved this will leave $403,881.30 in Free Cash and $1,216,829.00 in Stabilization. Both dollar amounts are well within Dept. of Revenue guidelines.
The School Stabilization Fund is moot for FY2018. We still need to discuss this with Sandisfield’s Finance and Select Boards. Per DOR, we cannot set up a separate fund for the school in the towns’ budgets. Stabilization is entirely in the school’s control and the towns cannot restrict any use of it. There will be a separate warrant article for the land transfer.
