Select Board and Finance Board Joint Meeting Minutes

July 15, 2019

Call to Order:  Meeting was called to order at 7:03 pm in the Town Hall conference room.  A quorum was present and the meeting was recorded.

Present:           Select Board Chair Gary Thomas, Selectman Bill Hiller, Selectman Larry Southard, Town Administrator Becky Stone, Terry Gould, Michael Ernst, Walter Engels and Nancy Crandall were present.

There was discussion regarding transfers necessary for the warrants for the end of the fiscal year.  Due to the fact that the Finance Board didn’t sign the Request for Transfer at the July 9, 2019 meeting, a special joint meeting was called in order to meet the July 15, 2019 accounting deadline.  Gary made a motion to approve the FY19 Request for Transfer.  Bill seconded the motion.  The following transfer from Gas/Diesel was approved for the following:  Office Supplies, $200.00;  Planning Board Expenses, $65.00;  Police Department Salary, $4,000.00;  Police Department Expenses, $300.00;  Road Machinery Maintenance, $900.00;  Town Garage, $1,400.00;  Health Agent Backup, $1,000.00, for a total of $7,865.00.

Other:                                                                                                                                       Merritt Road Beaver Concerns:  Becky read an email from Merritt Road residents concerned about the removal of beavers on Merritt Road.  They were invited to attend the next Select Board meeting, but will not be available that evening.

Farmington River School – Equipment Removal:  There was discussion about old playground equipment at the school to be removed after the School Committee received a complaint from a town resident.  Superintendent and Principal Thomas Nadolny reached out to Derek to request the Highway Department’s assistance in removing the equipment this week.  The Board unanimously approved the request.

MLP Insurance:  There was discussion about switching insurance coverage from MIAA to PURMA for a policy on the turbine and fiber.  The switch to PURMA (Public Utility Risk Management Association) provides utilities insurance to municipalities and will save the town money.  Details of costs, replacement coverage and deductibles were discussed.  The Board unanimously approved the motion to switch insurance coverage from MIAA to PURMA.

Adjournment:  At 7:27 pm the Select Board unanimously adjourned the Select Board meeting.

Respectfully submitted,

Nancy Crandall
