Pursuant to the Governor’s March 12, 2020 order suspending certain provisions of the Open Meeting Law, G.L. c. 30A, Sec 18, this meeting is being held via remote participation to the greatest extent possible. Every effort is being made to ensure that any member of the public may access the meeting in real time, via technological means. Agendas will be amended to show the link and participation code to access the meeting no sooner than 48 hours before. Recordings and/or draft proceedings of the meeting will be available on our website as soon as possible.

- Public Hearing: Wireless Communications Bylaw
- No public comments, no suggestions for additional changes from the board
- Wireless Communications Bylaw updates will go to a Special Town meeting next month for a vote
- Public Hearing adjourned at 7:06 pm
- Approval of Minutes. Approval of August 9, 2021 Planning Board meeting minutes.

- Hal has more info to distribute on the topic, will do so soon.
- Barbara reviewed all other city & town bylaws, specifically at the noise restrictions and will type new draft by end of month and distribute to board members

- Dark Skies
- Hal is working on adding condensed language to the current template and will distribute to the board shortly
- Current Grant updates
- Complete Streets
- Hal relayed input from DOT on the minimum number of projects being 20 and maximum number of projects of 50. Not all are currently fundable because they are on a state highway
- Rona talked with Boston & Lenox DOT to answer the question of how to get projects on state highways covered. They cannot be funded through Complete Streets, rather they are funded through Transportation Infrastructure Projects (TIP) by TAC.
- Hal has requested that Brandi or a Selectperson sit on the TAC to represent Otis because it is restricted to those positions.
- TAC votes on the projects to be funded and some of the projects already identified through Complete Streets can be proposed.
- All other correspondence for Complete Streets has been completed
- More money has been allocated to Complete Streets for future projects

- HMP/MVP
- The 3 workshops have been completed and were well attended
- Highway and Emergency Responders came and there is a good consensus
- BRPC are processing results and info from the workshops to submit reports to the Fed for HMP and State for MVP
- #1 issue identified road and drainage status, #2 is electrical resiliency
- After reports are submitted, requests for funding can be sent to address the identified projects
- Projects in HMP, MVP, and Complete Streets overlap so funding will cover the majority or entirety of the project(s)
- Any Other Business, Old or New.
- Clerk’s last meeting, search will ensue and the alternate applicant will be contact to see if they are interested in filling the position
