| LEGAL NOTICE REQUEST FOR QUALIFICATIONS (RFQ) - TOWN OF OTIS Architectural and Design Services CONSTRUCTION OF THE OTIS PUBLIC LIBRARY | LEGAL NOTICE REQUEST FOR QUALIFICATIONS (RFQ) - TOWN OF OTIS Architectural and Design Services CONSTRUCTION OF THE OTIS PUBLIC LIBRARY The Town of Otis, MA, acting through its Selectboard, Town Administrator, Library Building Committee and Downes Construction, as the Owner’s Project Manager, will receive Responses from qualified individuals, partnerships, or firms for Massachusetts Public Library Construction Program (MPLCP) Level of Design Services for the planning and design of a new public library. Architectural and Design services will commence immediately after contract award. Planning and design are required to be completed by December 5, 2025, allowing the Town of Otis sufficient time to review and submit design documentation to the Massachusetts Board of Library Commissioners (MBLC) by December 31, 2025. Notice of this RFQ is published in the Central Register (which is a weekly publication of the Office of the Secretary of State) and posted on the Town website at https://townofotisma.com/current-bid-information This is not a price competition. Selection will be based upon qualifications and experience relative to specified evaluation criteria. The Town will evaluate Responses and negotiate a price with the highest-ranking Respondent. If negotiations are unsuccessful, the Town will negotiate with the next-ranked Respondent, and so on. Written questions must be submitted by email before May 21, 2025 by 5:00PM via email to otislibrary@cwmars.org and cc: Steve Smith at ssmith@downesco.com using the subject line “Otis Public Library Architectural and Design Services.” Responses to questions and any RFQ addenda are expected to be emailed to applicants on record as having received the RFQ by May 30, 2025. Bid responses are to be submitted to the Otis Town Administrator’s Office no later than June 10, 2025, at 12:00 pm. Submittals arriving subsequent to the deadline will NOT be considered. Respondents must submit one (1) original signed, nine (9) copies, and one PDF on a USB flash drive with all relevant Response files. Proposals must be submitted in a sealed envelope and must be labeled on the outside as: “Proposal for Architectural and Design Services – Otis Public Library”. See further instructions in Section IV.
