9/17/2024 MEETING MINUTES
Location: Otis Town Hall, One North Main Road, Otis – Zoom Meeting
Conservation Commission Members present: Dave Sarnacki (zoom), Bruce Wall, Jeff Laramy, Chris Chaffee
Conservation Commission Members absent: Roger Meyer, Domenic Battista, Jennifer Rivers Cole
• Opening items/Introduction of Commission members and staff. Dave opened the meeting at 6:00 p.m. and noted that the meeting is being recorded. Dave introduced the members of the commission, and asked everyone to turn off/down their cell phones for the duration of the meeting. The deadline for applications for the October 15th, 2024 6:00 pm meeting is on Wednesday, October 2nd, 2024 by 3:00pm. The next office hours, for the October 15th, 2024 meeting, is on Wednesday, October 2nd, 2024 from 8:00am –3:00pm.
• Minutes: Dave made a motion to approve minutes from the August 20th, 2024 meeting; JL 2nd the motion and the Commission voted unanimously to approve the minutes for the March 19th, 2024 meeting.
• PUBLIC HEARINGS:
Public Hearing – RDA – Submitted by Faith Post Weldon, 60 East Shore Rd., map 12B lot 28, regarding the removal of 1 dead tree, all within the BZ of Big Pond. With all the being said, Dave made a motion of a -3 determination with standard conditions. BW 2nd the motion and the Commission voted unanimously to issue a -3 determination.
Public Hearing – RDA – Submitted by White Engineering Inc., on behalf of Larkum
Lake Real Estate Co. LLC, 620/622 Reservoir Road, map 15 lot 60, regarding the
removal of multiple trees and limbs that have fallen into the BZ and directly in Larkum Lake. With all the being said, Dave made a motion of a -3 determination with standard conditions & to use of special bar oil in chainsaws. JL 2nd the motion and the Commission voted unanimously to issue a -3 determination.
Public Hearing – RDA – Submitted by Jeff Kiker, 22 Grape Ln., map 16C lot 15,
regarding the removal of 1 dead tree in danger of falling on the house, all within the BZ of Otis Reservoir. With all the being said, Dave made a motion of a -3 determination with standard conditions & to cut flush stump. CC 2nd the motion and the Commission voted unanimously to issue a -3 determination.
Public Hearing – NOI – Submitted by Matthew Puntin, SK Design Group Inc., 16 Pine
Road Ext., map 17C lot 93, regarding the construction of house addition, removal of
dead trees, drainage installation & expansion of parking area, all within the BZ of
Otis Reservoir. With all the being said, Dave made a motion to grant the NOI with special conditions that the proposed drainage must discharge to drywell with an overflow, BW 2nd the motion to grant the NOI and the Commission voted unanimously to grant the NOI.
Public Hearing – NOI – Submitted by Shannon Boomsma, White Engineering Inc., on
behalf of Peter Graber-Lipperman, White Lily Rd., map 8 lot 13, regarding the repairs of
dam & spillway, all within the BZ of White Lily Pond. With all the being said, Dave made a motion to grant the NOI with plans as presented & applicant is on notice that any deviation is going to require an amendment submitted to the OCC, BW 2nd the motion and the Commission voted unanimously to grant the NOI.
Public Hearing – NOI – Follow up from August’s meeting – Submitted by Applied
Watershed Sciences LLC, on behalf of Big Pond Association, Big Pond, regarding Aquatic Invasive Phragmites Australis Treatment all within the BZ of Big Pond. With all the being said, Dave made a motion to grant the NOI, CC 2nd the motion to grant the NOI.
