7/18/2017 MEETING MINUTES
Location: Otis Town Hall, One North Main Road, Otis
Conservation Commission Members present: Roger Meyer, Jeff Laramy, Bruce Wall and Domenic Battista.
Conservation Commission Members absent: Dave Sarnacki and Renee Dube
Staff and others present: Kristen Brown Secretary; Bob Mason with MA DCR; Greg Doot; unintelligible name.
Opening items/Introduction of Commission members and staff. Jeff Laramy opened the meeting at 6:00 p.m. He noted that the meeting is being recorded. The deadline for applications for the August 15th meeting is August 2, 2017 @ 3:00 PM. The next office hours, for the August meeting, is August 2nd from 6:00 – 9:00 PM. Jeff introduced the members of the commission, as well as Bob Mason with MA DCR, and asked everyone to turn off/down their cell phones for the duration of the meeting.
Minutes: Jeff made a motion to approve the minutes from our June 20, 2017 meeting, with revisions; RM 2nd the motion and the commission voted unanimously to approve the minutes with revisions from the June 20, 2017 meeting.
- Public Hearing – RDA – Submitted by Gregory Doot Construction, on behalf of Bev & Al Bridges, 198 Kingsley Rd., map 7A lot 13, regarding the framing of the porch entry area and deck entrance on the street side of the house. Hydraulic pier support will be installed with proposed work. Jeff opened this hearing and invited applicant to address the commission. Greg Doot was in attendance for this hearing. KB indicated that a check for the legal notice was required – and check was presented to cover the legal notice. Jeff asked the commission if any questions stemming from the site inspection: per Roger, everything looked straight forward, and no erosion controls needed as the work is on the street side of the house. Jeff made a motion for a -3 determination with the following conditions: No heavy equipment in the resource area; remove or cover all debris daily; OCC reserves the right to inspect property for 3 years from date of approval. RM 2nd the motion and the commission voted unanimously for a -3 determination with the above conditions.
OTHER BUSINESS:
Enforcement Orders/Letters:
- Normand & Elayne LeBeau, 61/67 North Gate Island Road, map 17C lots 19 & 30, regarding the unapproved work and/or alteration of the BZ of the OR; work done in the area that which under OOC issued for DEP File 254-0280, special condition 28, was supposed to stay vegetative buffer. Jeff opened this hearing and invited applicants to address the commission. No one was in attendance for this hearing. Kristen indicated that as per last meeting, we were to reach out to owner to demand attendance. Before that could happen, OCC was contacted by Louis Moore, contracted attorney for Mrs. LeBeau, and requested that we confirm what is required to resolve this open issue. KBB emailed back an overview of the enforcement order, as well as the fact the MASS DCR wants the structures on state land removed immediately. The attorney indicated that they would have a new filing for the revegetation of impervious areas, as well as a new survey, and will have to OCC for the September 2017 meeting deadline. Jeff made a motion to continue this matter until the September meeting, and for this to stay on the agenda until we have the new filing in hands; BW 2nd the motion and the commission voted unanimously to continue this matter until the September 2017 meeting, as requested by applicant.

- Review of the Commission’s need of an agent KB; Jeff made a motion to postpone this matter until we have a full commission representation available. RM 2nd the motion and the commission voted unanimously to postpone this until we have full representation of this commission available.
