Select Board Meeting Minutes
January 12, 2016
Meeting called to order at 7:00 pm in the Town Hall conference room. Chair Roberta Sarnacki stated the meeting was being recorded.
Present: Roberta Sarnacki, Bill Hiller, Don Hawley, Chris Morris, Larry Gould, Michael Ernst, Tom Ragusa, Walter Engels
Approval of Minutes: The December 22, 2015 Select Board meeting minutes were unanimously approved with changes.
Present Final Master Plan Draft: A final draft of the Otis Master Plan, the Executive Summary, the Appendices to the Master Plan, and the final draft of the Open Space and Recreation Plan were presented to the Select Board. Walter asked that a final version be given to the Library for public viewing.
Complete Streets: The funding cycle is tight but Craig does not know the deadline for the policy application. He will be happy to draft a policy for the Select Board’s review. He was requested to use the Road Survey as a guideline and to work with Chris. Craig noted there were three ways to get funding, and based upon what he knew to be our case, we appear to fall into the Tier 2C category. We also need a letter of commitment from the Select Board (that we are working on the policy) and a Complete Streets Prioritization Plan in order to be eligible for up to $50,000 in grant funds. This could be used for sidewalk repair, crosswalks, road signage, bike lanes, etc.
Other:
Knox Trail Grant Letter: The annual letter to present to the Department of Conservation and Recreation was once again signed by the Select Board recommending the Knox Trail Sno-Riders receive grant funds again this year. The letter was signed by Roberta and she noted she was helping to write a similar grant for Sandisfield.
MA Historical Commission (MHC): DCR wants to demolish the garage (the former horse shed) at the intersection of Kibbe and Tolland roads. MHC recommends it be shored up to maintain its historical significance. DCR would like to put up another barn next to it for vehicle storage. Their treatment plant has no winter access and they are hoping to do a solar field there.
