Finance Board/Selectboard Budget Meeting
April 4, 2017

Present: Roberta Sarnacki, Don Hawley, Bill Hiller, Chris Morris, Terry Gould, Michael Ernst, Walter Engels, Sonia Morrison Kobrin, Kathy Carroll, Mary Adams, Patricia Richard, Russ Loring, Dave Sarnacki, Larry Gould

Meeting called to order at 5:30 pm.
Purpose: Review Budget proposals for Fiscal Year 2018

 

After a lot of discussion, the Cost of Living percentage (COLA) was set at 2%.

#16 Maintenance Labor: The two new hires will remain at their hired rate. Matt was approved at 3% and the seasonal position was raised to $13.50 per hour.

#6 Conservation Commission Expenses: The Stipend line item was originally set to not exceed $100.00 per commission member. The Select Board discussed the purpose of the stipends with Dave Sarnacki and decided to double the stipend line item to $4000. The cameras will be encumbered from FY’17, so with all the changes, the Conservation Commission Expenses were reduced by $2600 and approved for $8250.00. Roberta abstained from all votes.

#7 Conservation Commission Salary: This was approved at $18.00 per hour, a 2% increase. Roberta abstained from the vote.

#17 Maintenance Super Salary: Approved at a 4% increase.
#18 Asst Maint Super Salary: Approved at 2% for $12,241.02. Terry Gould recused herself.
#21 Planning Board Clerk: Approved at 2% for $17.82 per hour.
#23 Selectmen’s Secretary: Approved at 3% for $20.30 per hour.
#27 Town Accountant Salary: Approved at 2% for $18,051.64 annually.
#28 Town Administrator: Approved at 3% for $57,855.66 annually.
#30 Town Clerk Salary: Approved at 3%.
#32 Town Clerk Election Salaries: Approved as is.
#34 Town Collector Salary: Approved at 3%.
#36 Town Hall Admin Asst: Approved at 4%.
#39 Town Treasurer Salary: Approved at 2% for $18,051.64 annually.
#41 ZBA Clerical: Approved at 2% for $17.30 per hour. Michael Ernst and Terry Gould abstained.
#44 Building Inspector Salary: Approved at 4% for $52,360.00 annually. Terry Gould abstained.
#45 Asst Building Inspector Salary: Approved as is.
#48 Fire Chief Salary: Approved as is.
#49 First Asst Fire Chief: Approved as is.
#53 Police Dept. Labor: Sergeant approved at 2% for $20.75 per hour, Patrolmen approved at 2% for $17.42 per hour, and Officer Whiting approved at 4% for $17.90 per hour. Roberta abstained from the vote.
#54 Police Chief Salary: Chief’s stipend. Hours approved at 3% for $22.73 per hour. Roberta abstained from the vote.
#63 Health Agent Salary: Don noted the additional $5000 for doing food inspections. Tabled until next meeting for Jack’s opinion on whether he really wants to give up these inspections.
#64 Health Backup Salary: Tabled for same reason above.
#66 Health WWTP Chief Operator: Approved at 2% for $56,270.64 annually.
#69 Highway Labor: Tim O’Neil approved at 2% for $20.90 per hour, Joe Daly approved at 3% for $18.93 per hour, and position left as presented for a placeholder for new hire at $17.85 per hour.
#72 Highway Snow Removal Labor: Approved as listed in #69 above.
#73 Highway Super Salary: Approved at 3% for $66,188.00 annually.
#89 Recreation Salaries: Program Supervisor approved at 4% for $20.36 per hour. Others approved at 2%: $12.61 per hour and $13.77 per hour.

Capital Expenses were again reviewed:
Maintenance Pickup $ 50,000
St. Paul’s Study $ 10,000
Harmony Hall Repair $ 50,000 Placeholder – needs firm number
East Otis School House $100,000 Word as “up to pending” grant monies
2016 KME Truck Pmt $112,000
2014 Truck Pmt $ 81,000
East Otis Fire House Paving $ 50,000
Stabilization $400,000 May still be reduced
2017 Police Tahoe $ 54,000
Recreation AMT Equip $ 6,500 May still be under discussion
Highway Roller $ 60,000 May be able to encumber some funds from FY’17

 

Next Budget Meeting is scheduled for April 12, 2017 immediately following the adjournment of the Select Board meeting that same night.
