4/16/2024 MEETING MINUTES
Location: Otis Town Hall, One North Main Road, Otis – Zoom Meeting
Conservation Commission Members present: Jeff Laramy, Dave Sarnacki, Jennifer Cole (Zoom), Bruce Wall (Phone)
Conservation Commission Members absent: Roger Meyer, Domenic Battista
• Opening items/Introduction of Commission members and staff. Dave opened the meeting at 6:00 p.m. and noted that the meeting is being recorded. The deadline for applications for the April 16th, 2024 6:00 pm meeting is on Wednesday April 1st, 2024 by 3:00pm. The next office hours, for the April 16th, 2024 meeting, is on Wednesday, April 1st, 2024 from 8:00am –3:00pm. Dave introduced the members of the commission, and asked everyone to turn off/down their cell phones for the duration of the meeting.
• Minutes: Dave made a motion to approve minutes from the March 19th, 2024 meeting; JL 2nd the motion and the Commission voted unanimously to approve the minutes for the March 19th, 2024 meeting.

• PUBLIC HEARINGS:
Public Hearing – RDA – Submitted by Philip Tarpey, 62 kibbe Point Road, map 17D lot
62, regarding the removal of existing asphalt walkway that is deteriorating, install loom & sod in
the same location, all within the BZ of Otis Reservoir. With all the being said, Dave made a motion of a -3 determination with standard conditions. JL 2nd the motion and the Commission voted unanimously to issue a -3 determination.
Public Hearing – RDA – Submitted by Jane & Ronald Dahle, 4 Blandford Dr., map 18c
lot 49, regarding the reconfiguration of dock towards center of property and installation
of boat lift, all within the BZ of Otis Reservoir. With all the being said, Bruce made a motion of a -3 determination with standard conditions. JL 2nd the motion and the Commission voted unanimously to issue a -3 determination.
• CERTIFICATES OF COMPLIANCE:
Request for COC – Submitted by John Graziano on behalf of Dr. Theodore T. Smith &
Mrs. Walter C. Smith, West Center Road, map 6 lot 84 and map 6 lot 198, regarding the request
for COC for work completed under DEP File #254-197. This was referred over to the MassDEP because the original COC was from 1969 prior to the Otis Conservation being established.
• EXTENSION OF ORDER OF CONDITIONS:
Request for OCC – Submitted by Sharon DeLevie, 151 Hayes Pond Road, map 9A lot 41
and map 6 lot 198, regarding the request for OCC for work completed under DEP File
#254-0445. With all that being said Dave made a motion to grant a 3 year extension that will expire April 28, 2027. JL 2nd the motion and the commission voted unanimously to issue a 3 year extension.
OTHER TOPICS
Discussion of adding an additional alternate to the Conservation Commission. Bruce made a motion to take on Chris Chaffee as in alternate. DS 2nd the motion and the commission voted unanimously to accept Chris as an alternate.
