Select Board Meeting Minutes

March 26, 2019

 

Call to Order:  Meeting called to order at 7:00 pm in the Town Hall conference room.  A quorum is present and the meeting is being recorded.

 

Present:           Select Board Chair Don Hawley, Selectman Gary Thomas, Selectman Bill Hiller, Town Administrator Becky Stone, Terry Gould, Michael Ernst, Jack Conboy, Peter Puciloski, Stephanie McNair, Lisa D’Orazio, and Walter Engels via remote participation for the salary discussion

 

Approval of Minutes:  The March 12, 2019 Select Board meeting minutes were unanimously approved as written.

 

Approval of Budget Minutes:  The March 7, 2019 and March 12, 2019 Joint Budget minutes were approved as written.  The March 13, 2019 were not yet ready for approval.

 

Board of Health:  Fratelli’s grease traps – Jack Conboy and the Board discussed the problems Fratelli’s is having with their grease traps.  Jack inspects the restaurant twice a year, but he wants to send them a letter requesting copies of the following: a copy of their pumping contract, a copy of their pump records, a copy of their water reports for the last 12 months, and where their grease is sent.  The Board and Jack want to ensure the grease trap has been installed by a licensed plumber.  All this information will be kept in their file at Town Hall.  When they return from vacation at the end of the month, the Board recommended Jack use personal touch first.  Replacing their grinder pumps has cost the town over $10,000 over the last few years.  The town should not have to replace those pumps this often.

 

Discuss Town Administrator Salary/Contract:  The Select Board discussed possible salary amounts for the new fiscal year and decided $70,000 would be an appropriate raise.  Everyone agreed Becky usually works a 35 to 40 hour week at Town Hall.  Bill got comparable information from various surrounding towns.  Further discussion was on when compensation time would kick in.  Bill suggested compensation would begin after 40 hours was worked, Don suggested coming in later on days when meetings were scheduled, and Gary said a more flexible schedule was a good idea and have comp time begin after 35 hours worked in a week.  The Board unanimously agreed on $70,000 and compensation to begin after 35 hours.  Becky noted changing compensation time will change her contract and she will take this into consideration and let them know.

 

Community Outreach Meeting:  The meeting on Saturday March 30, 2019 is a Community Outreach meeting for the proposed marijuana facility at the Otis Poultry Farm.  Since all three Select Board members plan to be in attendance, they agreed it would be good to post an agenda for the meeting so they would not be in violation of the Open Meeting Law.  The meeting requires a moderator, so Bill volunteered to do so if Blake isn’t available.

 

Appointment to Building Use Subcommittee:  The Library trustees have asked Eve Kummel to represent their interest in this committee.  The Select Board unanimously voted to approve this appointment.

 

 

Other:

Community Outreach Meeting:  Don informed Attorney Puciloski that most of the concerns he was hearing about were traffic, smell, and pollution.  This was noted and both Stephanie and Peter reiterated that these items would be discussed thoroughly at the meeting.  Gary noted that when we had the marijuana vote in town at the November 8, 2016 election, we had a record turnout of 924 voters with 525 in favor and 367 against.

 

 

Adjournment:  At 7:46 pm the Select Board unanimously adjourned the Select Board meeting.
