Planning Board Meeting Minutes
May 15, 2017

Site Plan Review
Meeting called to order at 7:00 pm in the Otis Town Hall Inspectors’ Room. The meeting is recorded and a quorum is present.
Present: Hal Kobrin, Michael Ernst, Terry Cook, Jim Kauffman
Others: Kevin & Wendy Rocke, Larry Gould, Bill Hiller, Don Hawley
Kevin wants to reopen a Bait and Tackle business at 129 West Shore Road, Map 15 Lot 75. Because his previous business had been discontinued in 2014, this has to be treated as a new endeavor. New signs will be going into the same location, but Kevin did not have any samples of the proposed signs. Everyone was in favor of him opening a new business at his location. Since there were no plans presented for signs, the Planning Board suggested a folding easel as a temporary sign until the official permanent sign is approved. Michael made the Jim seconded, and the application was unanimously approved.
Other:
St. Paul’s Church: Town Counsel said the zone enforcement officer did everything correctly and is correct in his action as the law directed, except the posting of the notice for St. Paul’s should have been the same day the report was issued by the town project engineer. The Planning Board corrected Hal and his objection that the Zoning Enforcement Officer had over-reached and “overstepped his bounds”. Larry noted the diocese’s architect does not dispute either Larry’s findings or Chris Vreeland’s findings.
Petition to reduce the number of Planning Board members: Don noted the minutes were researched for both the Planning Board and the Select Board when this first became a problem. Don also noted that Andy Pyenson served on both boards and was Select Board chairman at the time Planning Board membership was increased from 5 to 7 members.
Hal moved the meeting be adjourned, Jim seconded, and the meeting was unanimously adjourned at 7:30 pm.
