Planning Board Meeting Minutes
September 11, 2017
Town Hall Inspectors’ Office
Meeting called to order at 7:00 pm in the Otis Town Hall Inspectors’ Room. The meeting is recorded and a quorum is present.
Present: Michael Ernst, Terry Cook, Hal Kobrin, Jen Daily
Others: Sonia Morrison Kobrin
Approval of Minutes: The August 14, 2017 Planning Board meeting minutes were unanimously approved as written. Hal made the motion to accept and Terry seconded.
Zoning Bylaw Changes: Everyone in attendance was provided with the reworded bylaw for Signs (Town of Otis Zoning Bylaw 5.2). Since this was not advertised as a Public Hearing, the actual Public Hearing on this change will take place at the next Planning Board meeting. Tabled.
October Meeting: The regular October meeting falls on the Columbus Day holiday. It was agreed to reschedule the meeting for Monday, October 16, 2017 at 7:00 pm. The Public Hearing for the changes to the Sign bylaw will be on this agenda.
BRPC Marijuana Workshop 2: Hal attended this workshop in Lenox. Nothing has been posted online yet. The governor has just appointed his members to this commission the day before the workshop. There is a lot of discussion of how towns can restrict or designate districts for this, but there is still a lot more work that has to be done in Boston first.
Building Use Subcommittee: Jen saw Harmony Hall and noted the only interesting thing about is it is an old building. Everyone agreed it is insufficient as a recreational facility, but it is accessible as a community center. She asked if it would qualify for affordable housing. It could also be used for the museum.
Michael moved the meeting be adjourned, Terry seconded, and the meeting was unanimously adjourned at 7:21 pm.
