Historic East Otis Schoolhouse Stabilization and Renovation-Phase 1
NOTICE OF BID & INSTRUCTIONS
July 19th, 2021
The Town of Otis, Massachusetts is seeking bids for renovations to the East Otis Schoolhouse, listed on the State and National Register for Historic Places. All work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties. This project is partially funded with a grant from the Massachusetts Historical Commission.
Sub-Bids are due no later than 2:00 PM on Wednesday October 13, 2021 to Brandi Page, Town Administrator, Town of Otis, 1 North Main Road, P.O. Box 237, Otis, MA 01253 and will be publicly opened and read at that time. Sealed envelopes shall be clearly marked “Sub-Bid for East Otis Schoolhouse Renovations.” The Town of Otis does not accept digital submissions.
General Bids are due no later than 2:00 PM on Wednesday October 20, 2021 to Brandi Page, Town Administrator, Town of Otis, 1 North Main Road, P.O. Box 237, Otis, MA 01253 and will be publicly opened and read at that time. Sealed envelopes shall be clearly marked “General Bid for East Otis Schoolhouse Renovations.” The Town of Otis does not accept digital submissions.

A Pre-Bid meeting will be held at 10:00 AM on Wednesday, September 29, 2021 at 2 Old Blandford Road, East Otis, MA and will be mandatory. A second identical pre-bid meeting will be held at the same time and location one week later on Wednesday, October 06, 2021 for bidder convenience in case the first date cannot be attended.
Contractors shall be experienced with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and shall be able to provide a history of completed work on a minimum of 3 similar projects during the past 7 years that are on the Massachusetts Register of Historic Places. State law and Otis policy prohibits discrimination. The selection of the contractor will be made without regard to race, color, sex, age, religion, political affiliation, national origin or gender identity. The Town reserves the right to reject any and all bids, to waive any informalities, to advertise for new bids, and to award one or more contracts, wholly or in part, as may be deemed to be in the best interest of the Town. The Selectboard are the awarding authority.
The successful bidder will provide insurance as stated in the agreement. A certificate of insurance evidencing the required insurance shall be submitted to the town prior to the Commencement of work and shall remain in force during the term of the contract. Bid deposit in the amount of 5% required with submission as well as payment bond of 100% and performance bond of 100% at execution of contract. The time for completion of the Work is specified as 180 days from Notice to Proceed to Substantial Completion. Liquidated damages for failure to complete on time are $500 (five hundred dollars) per calendar day.
