Select Board Meeting Minutes
April 12, 2017

Meeting called to order at 7:00 pm in the Town Hall conference room. It’s being recorded and a quorum is present.

Present: Chair Roberta Sarnacki, Selectman Don Hawley, Selectman Bill Hiller, Chris Morris, Michael Ernst, Terry Gould, Mark Amanti, Dave Wheeler, Mary Adams, Pete Sullivan, Jim Kauffman, Brian Fitzgerald

 

Approval of Minutes: The March 27, 2017 All Boards minutes and the March 28, 2017 Select Board meeting minutes were unanimously approved as written.

Transfer of Liquor License: The Knox Trail Inn was sold at auction along with the liquor license. The former owner is the Knox Trail Inn, Inc. and the building and license were purchased by KTI Restaurant Associates, Inc. d/b/a Knox Trail Inn. Chris and Heather reviewed the application for completeness and Chris said its ready to be signed. The Select Board unanimously approved the transfer and signed the paperwork and it will then be sent to the ABCC Board for their approval.

Temporary Appointments for May 23rd: Since most of Lyn’s election and poll workers will be on a trip the day of Town Elections, Lyn needs to appoint workers for that day. Carol Lombardo has volunteered to work as Election Clerk that day and four people have requested to be poll workers for that day: Geoff Geane, Bob Hagelin, Eve Kummel, and Martha Perillo. The Select Board unanimously approved all five appointments to work for that day.

Broadband: We need to have the Select Board officially vote to accept the $1,770,000 in grant funds for construction and design from the Dept. of Housing and Economic Development (EOHED) for the broadband project. Roberta made the motion to accept, and the Select Board unanimously voted to accept the money. Otis has received back from Eversource and Verizon the make ready work for the first phase of construction, so we anticipate beginning construction later this fall. Otis plans to collect revenue as homes are connected.

Surplus Inventory: Highway’s new truck has been delivered and they would now like to declare their 2009 GMC truck as surplus inventory so they can put it out for bid. The Select Board unanimously voted in favor of declaring the truck surplus and putting it out for bid.

 

Other:
Reservoir Road: The bid for the Culvert construction is advertised and bids are due by end of April. We are doing the work and the state is helping to pay for the costs.

Papa’s Healthy Food & Fuel: Larry Southard has noted that several ABCC Liquor licenses are no longer in use and would like to have one transferred to him. The former licenses for both Terranova’s and Hall’s have no references to home rule and both businesses have been lapsed too long for a license to still be active for transfer. The Select Board will need to authorize a home rule for a liquor license for L&M doing business as Papa’s Healthy Food & Fuel. A motion was made and the Select Board unanimously approved the authorization.

Work Site: The Board requested Otis Police to do extra patrols.
