Board of Selectmen Minutes 03/08/2016

Town of Otis
Select Board Meeting Minutes
March 8, 2016

Meeting called to order at 7:00 pm in the Town Hall conference room. Chair Roberta Sarnacki stated the meeting was being recorded.

Present: Roberta Sarnacki, Bill Hiller, Don Hawley, Chris Morris, Larry Gould, Michael Ernst, Andy Hufnagel, Sgt. Hamill, Russ Loring, Julie Ruth, Marion Middleton, Kathy Carroll, Russ Kitson, Gary Thomas, Patricia Richard, unidentified gentleman in hat

Approval of Minutes: The February 22, 2016 All Boards were approved as written with Roberta abstaining and the February 23, 2016 Select Board meeting minutes were unanimously approved as written.

Verizon Pole Hearing #1A1GP0V: Andy Hufnagel was here to explain this was to provide services to new lots that have been recently purchased. These poles will provide electric and telephone service for new development. The poles being installed will provide the 10 inch municipal space and will be able to accommodate data but Otis will still need an application process to attach that. The Highway Department has reviewed the application and has no issues with it. The Select Board unanimously voted in favor of putting up the new poles and signed the paperwork.

Porchlight VNA Contract: Roberta read the contract, the board reviewed and approved the contract, and the contract was signed.

Other:
Animal Inspector: The new nomination papers have been received and Lisa will contact Tonia. The Board unanimously voted in her appointment.

Master Garbologist: A group reviewed the contract and Jim Crandall is now working with them to get an updated version for a new agreement. The Board will review that when it is received.

Passing of Town Resident: The Select Board requested flowers be sent from the town.

Police Chief: A resident in attendance at tonight’s meeting stated the Police Chief’s comments on social media were unprofessional. Bill Hiller said while he did not agree with the Police Chief’s response, he also felt the comments she was responding to were just as inappropriate. Don is not on social media and just heard about this so he cannot offer an opinion until he can investigate what happened. The Select Board will review this at a later date when all the facts can be presented and they will also look at establishing a social media policy.

At 7:30 pm, the fourth agenda item, FY2017 Budget Discussion, was recommenced and is recorded as the continuation of the March 8, 2016 Joint Budget meeting of the Finance and Select Boards.

The Select Board meeting was adjourned at 8:07 pm.

Respectfully Submitted,
Lisa D’Orazio
Selectmen’s Secretary
