All Boards Meeting Minutes

October 23, 2017

The meeting was called to order at 6:30 pm in the Town Hall conference room.  It was announced the meeting was being recorded.

Present:           Select Board Chair Bill Hiller, Selectman Don Hawley, Tom Nadolny, Jim Crandall, Jeanne Randorf, Michael Ernst, Terry Gould

Community Celebrations:  They have picked June 16, 2018 as the next Otis Celebration Day and plan to have Wanda Houston perform, but they do not know yet if Izaak Walton is available for that date.

Cultural Council:  They received 44 grant applications.  Seventeen were youth oriented, and the rest were for workshops, music groups, and Library support.  They will begin going through them and determining who they can award grant money to.

Energy:           The tower is up and Eversource is hooking up their connections.  Since work began sooner than Eversource expected, as some of the equipment still needs to arrive on site.

Finance Board:  Two of the Reserve Fund transfers have to have their paperwork redone due to incorrect information.

Maintenance:  Fall cleanups are in progress and town buildings are being winterized.  They are also working on upgrading the electricity in the Council on Aging room and the Selectmen’s office.  At the Main Fire House, they are working on siding, setting up the generator for broadband, and redoing the electric for solar connections.  All building furnaces have been checked and are working.

Municipal Lighting Plant:  Setting up the huts at both fire houses.

Planning:         The next meeting is scheduled for Nov. 13th and is a Public Hearing for the Sign By-Law changes.

Police:             Kops ‘N Kids ‘N Kostumes is scheduled for this Friday in the Town Hall gymnasium.  Trick or treat is Friday night from 5:00 pm to 7:00 pm.

School:            There were last minute staff departures at the beginning of this year.  The Kindergarten, music, and 4,5,&6 ELA teachers left and have been replaced.  Tom is now concentrating on a replacement for Jane.  He had two possibilities that are no longer interested.  They are considering Shared Resources for replacing Jane, but no decisions have been made.  The school committee needs to approve this first.  The new cafeteria floor is in and the Special Town Meeting needs to happen before budget discussions begin.  The Town Manager should have the language for the article.  The survey is completed but no one has seen the paperwork as yet.  We need this in order to complete the land transfer.

Technology:    Verizon is finally done with their make ready work for Phase 1 (pilot) and we should be able to run fiber by the end of November.  The OtisFiber.com website will be available very soon.

Zoning Board of Appeals:  They have one application for their November 6th meeting.

The meeting was adjourned at 6:47 pm.

Respectfully Submitted,

Lisa D’Orazio
