All Boards Meeting Minutes

March 25, 2019

The meeting was called to order at 6:30 pm in the Town Hall conference room.  The meeting was recorded.

Present:           Don Hawley, Bill Hiller, Rebecca Stone, Rich Phair, Terry Gould, Jim Crandall, Michael Ernst, Sonia Morrison

Maintenance:  Cleaned carpets for Town Hall, Rec Center, Library, fixed Library lights.  Jim also covered for Keith while he was on vacation.  Assisted electrician at second broadband hut.  Fratelli’s had a grinder pump alarm today, one pump was running manually and the other was shut down.  Both pumps were pulled, both were full of grease, grease was in tank, and both pumps were clogged.  We are looking at about $2000 to replace each pump.  We just changed one pump last May.  Grease traps there are supposed to be pumped out on a maintenance schedule.

Fire Dept.:       They will be starting their outdoor training soon.  No new figures from KME on the Rescue Truck.  We still hope to have it by Memorial Day.  Rich contacted Audubon regarding one building on their property that may no longer be used.  Fire would like to do a burn training with it if the Society does not plan to use it.

Planning Board:  They are still working on a Cannabis bylaw for the April 8, 2019 meeting.  There will be two Planning Board members at the Community Outreach meeting.  Odor is a big concern.  Had a Site Plan review for D&J Development for the proposed clubhouse and began hearings for a Special Permit for their Townhouse Development.  The Site Plan will be continued after they go to Zoning and Conservation.

Finance:          They are currently meeting with the Select Board to determine next year’s budget.

Zoning:           Meeting next Monday on a variance request for D&J Development for the proposed clubhouse.

Historical:       Working on the old schoolhouse, moving forward with inventorying buildings.  The Community Celebration is here at Town Hall this year on June 22, 2019.  They need to determine how much electricity will be needed so the right size generator can be provided.

Rec Center:     They submitted a written report which Bill read aloud.  Ski helmet day in February was a success.  Second desk has been placed in Rec to handle two computers.  Additional workshops will be starting soon and they are working on getting a performer for the Library Fair on July 6, 2019.

Technology:    Wiring for sections of Phase 3 and Phase 4 had to be skipped due to road closures.  They are doing some home installations in Phase 5 instead.  They are running strand for Phase 7 at end of month then will progress to Phases 8 & 9.  The Broadband hut in town will get conduit in when frost is out of ground.

MLP:               Working with accounting to get the computer system to work correctly and they will be submitting their budget tonight.

Building Use Subcommittee:  They talked about what Recreation needed, what the Seniors needed, and what the Library needed.  This will be considered when some decisions are made.

Jim Crandall commended the Highway Dept. on keeping his road in good shape over the winter.

The meeting was adjourned at 6:50 pm.

Respectfully Submitted,

Lisa D’Orazio, Town of Otis Selectmen’s Secretary
