Town of Otis
All Boards Meeting Minutes
October 24, 2016

The meeting was called to order by Don Hawley at 6:30 pm in the Town Hall conference room. It was announced the meeting was being recorded.

Present: Selectman Don Hawley, Kathy Carroll, Jim Crandall, and Russ Loring

Maintenance: Regular mowing is completed, fall cleanup is well under way, and the Town Beach is officially closed for the year. They cut and chipped brush in back of Town Hall. They painted the Town Hall cellar floor, fixed the concrete by the back door, and changed the filters in Town Hall and at East Otis Fire House. They replaced the hopper at the transfer station and it has 2 coats of paint. Another load of TVs went out for recycling and all the fire extinguishers in town have been inspected. Boiler and pressure vessels have been inspected by the State. There was a carpenter bee problem at the Main Fire House which has been eliminated. They poured a couple of foundations at the cemetery. They glazed and painted the lower floor windows at the Erbe building. Matt is going to classes this week and Jim next month to maintain their WWTP licenses.

Recreation: The Commission would like to open the building at 5:00 am instead of 6:00 am. Their board is okay with this change and it would just be a matter of changing the time the doors are automatically unlocked. They would also like to put a camera in upstairs. Apparently, there has been some evidence that someone may be in the building after hours. The camera would hopefully prevent this from happening again. They were aware that DOR will not permit the debit cards and are hoping they can set up an account where they do most of their business. Kathy is also looking for some help with planning fundraising events. Several resources were suggested for her to contact.

Assessors: They are currently working on setting the final tax rate for FY2017.

Energy: They did not have a quorum for the last meeting.

Russ asked about speed limit signs and pedestrians walking for West Center Road. He was asked to bring the subject up at tomorrow night’s Select Board meeting.

The meeting was adjourned at 6:52 pm.

Respectfully Submitted,
Lisa D’Orazio
